ENPOWER Joins Energy Poverty Advisory Hub 2026 In Athens

Leo Fulvio Minervini, senior researcher at UNIMC, represented ENPOWER at the Energy Poverty Advisory Hub (EPAH) Annual Conference 2026, held in Athens on 17-18th March 2026, alongside policymakers, researchers, local authorities and practitioners working on energy poverty across Europe. The conference focused on integrated approaches that combine policy, data and local-level action, with strong emphasis on multi-level governance, cross-sector coordination and the role of national observatories in evidence-based policymaking. The participation was highly relevant for ENPOWER, which continues to develop research-based and locally grounded solutions to energy poverty.

The programme offered valuable sessions on the mapping and measurement of energy poverty at local level and the digitalisation of energy poverty services. These discussions underlined the growing use of household-specific data, indicators and analytical platforms to support decision-making, while also stressing that digital tools must be complemented by inclusive, on-the-ground support for vulnerable groups.

For ENPOWER, the conference provided important insights for ongoing work on measurement frameworks, stakeholder engagement and policy transfer. The discussions confirmed that energy poverty is a structural, cross-sectoral challenge requiring coordinated responses across housing, energy, social policy and local governance. The knowledge gathered in Athens will keep informing ENPOWER’s internal dissemination and contribute to the project’s analytical and policy-oriented activities in the coming months.
